Chief Human Resource Officer (CHRO)

Position Description

Position Purpose:

The Office of Human Resources represented by the Chief Human Resource Officer (CHRO) serves as the strategic authority for all matters pertaining to the management of human resources. The CHRO serves as a key executive advisor to University leadership, aligning human capital strategy with the academic and operational mission of the institution's faculty and staff talent, oversee recruitment, compensation, government rules/regulations and organizational development.

Key Responsibilities: The CHRO reports to the Vice-Chancellor and is responsible for but not limited to:

  • Develop and execute a comprehensive HR strategy aligned with the university's strategic plan, academic priorities, and long-term objectives
  • Lead the full spectrum of HR functions, including recruitment and selection, onboarding, compensation and benefits, performance management, succession planning, and employee relations
  • Advise the Vice Chancellor and senior management on HR-related matters, workforce planning, and organizational restructuring
  • Ensure full compliance with relevant labor laws, UGC regulations, and university policies governing faculty and staff employment
  • Design and implement competitive compensation, benefits, and rewards frameworks to attract and retain high-caliber academic and administrative talent
  • Champion a positive workplace culture, promoting diversity, equity, inclusion, employee engagement, and staff wellbeing across the university
  • Oversee performance management systems, ensuring fair, transparent, and consistent evaluation of faculty and staff performance
  • Lead organizational development initiatives, including training and development, leadership development, and career progression frameworks
  • Manage employee relations matters, grievance handling, and disciplinary processes in accordance with university policy and best practice
  • Oversee HR information systems (HRIS) and drive digitalization and automation of HR processes for improved efficiency
  • Prepare and present regular reports on HR metrics, workforce analytics, and strategic initiatives to university leadership
  • Develop, review, and update HR policies, SOPs, and the employee handbook to ensure compliance and relevance
  • Monitor and control the HR budget, ensuring cost-effective delivery of HR services without compromising quality
  • Build strong collaborative relationships with deans, department chairs, and administrative units to understand and address their HR needs
  • Stay abreast of national and international trends in higher education HR practices and recommend relevant improvements
  • Represent the university in relevant external forums, associations, and regulatory engagements related to human resources

Educational Qualifications:

  • Master's degree in Human Resource Management, Business Administration, Organizational Development, or a related discipline from a reputed university, along with a four-year Bachelor's degree. Professional HR certification (e.g., SHRM-SCP, SPHRi) will be considered an added advantage.

Experience & Key Competencies:

  • Minimum 15 years of progressive HR leadership experience, preferably in a university, public sector, international organization, or reputed corporate entity, with at least 5 years in a senior HR leadership role
  • Proven track record in developing and executing HR strategy, organizational development, and change management
  • In-depth knowledge of Bangladesh Labor Law, UGC regulations, and higher education HR practices is essential
  • Strong experience in talent acquisition, compensation and benefits design, and performance management systems
  • Demonstrated leadership in fostering ethical practices, employee engagement, team building, and organizational culture
  • Excellent communication, negotiation, and interpersonal skills, with the ability to influence and collaborate at all levels of the university

Age:

  • Not exceeding 55 years.
